About Us
The purpose of the River Fall Baseball League is to provide organized baseball activities for the youth of the Rocky River Community during the late summer and early Fall season, fostering sportsmanship, teamwork, and skill development in a safe and inclusive environment.
The League is operated by the Rocky River Recreation Dept., in Rocky River, Ohio
Eligibility in the League shall be open to all youth residents of Rocky River interested in playing baseball, without regard to skill level, race, color, religion, gender, or national origin.
RFBL Rules
River Fall Ball will model rules and regulations from the Cal Ripken Youth Baseball Program with the modifications listed below.

- No delayed steals. (We are trying to teach the straight steal, if a runner desires to steal a base he must have made a break before the catcher has gained control of the baseball: exceptions for wild pitches and balls in the dirt)
- Head-First sliding at Home-Plate is prohibited. If this rule is violated, the runner will be declared out.
- No Balks: umpires will warn a player once before calling a Balk. Umpires will call the balks, warn the pitcher, explain the violation and all runners and count shall return to previous play.
- * The league does not want games to be delayed by Balks being called. It is the MANAGERS DUTY TO EXPLAIN AND TEACH THE PITCHERS. In the event a pitcher cannot make the proper adjustments in a game situation and that pitcher has been warned, The Manager must replace the pitcher.
- Runners stealing bases may only advance one base on other throws.
- Example: Runner on 1st attempts to steal 2nd. Catcher throws ball into Centerfield. Runner may advance to 3rd, but cannot advance home unless other team makes a play on runner going from 2nd to 3rd.
- If the defense attempts to play on any runner, pick-offs, overthrows. The runner(s) may advance one base only.
- No Player shall sit 2 innings on defense until every other player has sat at least one inning (no player shall sit 3 innings until every other player has sat at least 2innings).
- A pitcher may pitch up to 3 innings in any given game. One pitch is considered an inning.
- No player may re-enter into the #1 position (pitcher position) after being removed from the position.
- No balks (see balk rule above), intentional walks, or drop third strikes.
- Pitcher must be removed if he hits two (2) batters in one (1) inning or three (3) in a game.
- Each game will be assessed a 90 min time limit. No inning shall begin later than 2 hours after the beginning of the game. (No Time Limit in Tournament)
- Managers and coaches shall be permitted in the coaching boxes.
- Games that are postponed because of weather will be rescheduled by the Commissioner. The managers of the teams affected must notify the commissioner of the rainout.
